GENERAL PRESENTATION

Who are we?

• General Directorate of Social Assistance and Child Protection District 6, Bucharestis the public institution that provides the implementation of social programs and measures in the District 6.
• The main purpose of the social aid is the protection of people that for economic, psychical or social reasons  are unable to fulfill their social needs and to develop their own capacities and abilities for a real social integration.

The General Directorate of Social Assistance and Child Protection District 6 Bucharest provide social support to the following categories:

• underprivileged, marginalized, discriminated people;
• elderly in need;
• single people and families in need;
• adults and children with disabilities;
• abused children, mistreated or in danger to be abandoned;
• abandoned children;
• poor families or people.

What services do we offer?

Child Protection:

• Measures to prevent the abandonment and institutionalization;
• Foster Families;
• Reinstatement in his natural family for the child who lives in centers or in substitutive families;
• Protection by relatives, in residential system or by adoption;
• Protective measures for the abused and/or homeless child;
• Psychological and legal counseling;
• Support and school orientation for the child with disabilities;
• Protective measures of alternative type: Daycare centers  for schoolchildren and for street children;
• Protective measures of residential type: orphanages, maternity center, centers for children with special needs.
• Centers:
  •  “Speranta” Daycare center – offers care and surveillance during the day time, resting, daily meal, social assistance, education, psychological and medical counseling, social activities, spending free time. Beneficiaries: street children;
  •  “Arlechino” Center – offers protection and residence for children in major risk situation. Beneficiaries: abused, neglected, exploited, street children.
  • Family apartments - ensure a home for the children which are protected in residential system: meal, clothes, medical assistance, education, socialization, games. Beneficiaries -  school children
  • Centers for children with special needs – “Sfantul Andrei” and “Domnita Balasa” are centers for children with psychical or sensorial deficiencies. These centers are developing residential programs for social support and reintegration or day-time program, personalized recuperation programs. Beneficiaries - children with psychic disabilities or deaf and dump children.
  • Daycare centers Drumul Taberei, Crangasi-Giulesti and Miliatri – offers after school care and surveillance for children; homework assistance, psychological counseling for children and parents, educational and free time spending activities, daily meal and games.
  • Pinochio, Harap Alb and Neghinita multifunctional centers – offers kindergarten services for children aged between 3 and 4; medical assistance, meal, educational activities;
  • Social Multifunctional Pilot Centre “Buburuza Mare” – offers kindergarten services for children aged between 3 and 4; medical assistance, daily meal, educational activities; in partnership with AHAVA Foundation;
  • Several programs concerning prevention of violence in school, exploitation of children by putting them to work or beg in the streets, programs to promote children rights; programs for preventing and stopping violent behavior, antisocial and criminal activities among adolescents - all sustained by public funds.

Adult Protection

• Aid and support for elderly, single people, people in difficult situations or with disabilities;
• Medical aid, hygienic services and food for elderly and single people;
• Promote and sustain the human rights;
• Prevent and fight the social marginalization and the ethnic discrimination;
• Financial helps to pay the rates, special helps, double-, complementary- or mono-parental allowances;
• Services of recuperation, treatment, social reinstatement for people with disabilities;
• Social, psychological and legal consultations;
• Promote and defend the rights of people with disabilities;
• Centers:
  • Social Residential and Recuperation Centre  for elderly  “Saint Nectarie”;
  • Center for psycho-social counseling: support and recreation; legal, psychological counseling; how to find a job, understand their own rights and fight for them. Beneficiaries: people with disabilities;
  • Socio - Medical Center for community: stomatology and ophthalmology points; in partnership with AHAVA Foundation;
  • Social shelter during night for homeless adult people.

Economical Department

• achieves the budget of our institution;
• achieves the plan of the outgoing and acquisition;
• assures the payment of the social or special aids and of the other categories of material support;
• administrates movables and immovable ;
• implies itself in the realization of our own programs or of our programs in collaboration with other governmental or non-governmental organizations and assures their financial support
• supervises the financial terms of the contracts or of the budgets for the projects and programs
• assures the payment of the personal assistants of people with handicap or of the foster families or persons
• assures the payment of the financial aids for the people with handicap, in accordance with the law;
• administration of social centers by providing the necessary material support (food, facilities, medicines, technical means);
• financial support for educational activities and leisure for the benefit of people protected in the social system;
• contributes to all activities with character information, promotes the social services for the people in need;

Major Realizations

• modern spaces for all the citizens who benefit from our services; adapting these spaces according to their specific needs and to EU standards;
• three  residential centers for children have been closed
• the number of institutionalized children has been reduced with 90 %
• new services of counseling for all the categories of beneficiaries
• foster family network has been extended from 45 to 120 (107 children are now protected in foster family system)
• information campaigns related to community awareness
• extended network of home caretakers
• Developed partnerships with NGO for all categories of beneficiaries.
• Improved system of services and facilities for people with disabilities.

Other Partnerships

• With  The Marist Brothers of the School Organization concerning  a family environment for children in difficult situations providing care and protection services in “Sf. Marcellin Champagnat” center (4 centers with 40 places);
• The project “Support for the Old Age” in partnership with White - Yellow Cross Foundation - program for complex, socio-medical services at home;
• Projects in partnership with the Estuar Foundation – support program for integration of adults with mental problems into the community;
• Partnership with the “Princess Margaret of Romania Foundation” - helping the elderly and the families in need.
• The project “Development of Abilities for People with Handicap by Occupational Therapy” in partnership with Equilibre Foundation
• The project “Care at Home” in partnership with Equilibre Foundation - program for elderly or handicapped
• The Project “Table on Wheels” in partnership with Equilibre Foundation – a hot meal every day for elderly in difficulty;
• With “Sign of Life” Foundation – preventing the child separation of his family  and institutionalization by professional services of the Maternity Center  program; assisting and surveying the pregnant women in her last semester of pregnancy;
• With Focus Foundation concerning the disappeared or traded children.
